A Technical Contact is a primary contact person that we will send information (typically in email format) to in the event that something goes wrong with your webhook or integration.
This contact email will be notified along with any other "Alert Email" that was supplied in the webhook settings area.
When you add a webhook for the first time, you will be prompted at the end of the setup to supply a Technial Contact person.
In order to change a Technical Contact, you will need to visit the Integrations area of your account. Visit Account Settings > Integrations and you can change the Technical Contact listed at the top of the page (as shown below).
